Dubai is one of the most tolerant places in the Middle East when it comes to dress codes: Women are free to wear bikinis on the beach (although topless sunbathing
is not acceptable), and shorts and vest tops can be worn in resort areas. However, when out shopping in the city centre
or sightseeing, women should cover their shoulders and wear longer skirts or trousers to avoid being harrassed, and men
should not wear shorts. During Ramadan in particular, modest clothing shows respect for local customs.
